When I first saw the headline of this story, I automatically thought, "This is a very suspicious death." After I read it though, it pretty much disturbed me, as it should anyone who reads it.
There are so many at fault here.
The city: For making this a "silent crossing" for trains. Even though I imagine a freight train is pretty loud to begin with (hence my first thought that this death was suspicious).
The parents: Letting their kids run off anywhere. Story says they don't know if the parents will be charged because of this.
Then the ignorance of people trying to see what happened. Parents letting their children watch as they moved the little boy on the gurney (sp?). Tragic. But I guess it would teach many a lesson.
Someone has died. Now we can and have to fix the problem.
